JOB ADVERSEMENT - CHP CARE and Health Program Cameroon : Livelihood Specialist for the HRGP project

A-    BACKGROUND

Cameroon has among the highest burden of HIV in West and Central Africa (2.7% among average risk reproductive age adults – DHS 2018). High HIV prevalence is associated with high-risk sexual behaviours such as inconsistent use of condoms and lubricants and a high rate of sexually transmitted infections (STI). Stigma and discrimination have further marginalized key populations limiting their access to life-saving services such as anti-retroviral therapy (ART) and reducing the country’s ability to control the HIV epidemic.
The national response is led by the National AIDS Control Committee (NACC), which coordinates implementation of the National HIV/AIDS Strategic Plan 2021-2023. This policy aims to reduce HIV and STI-related morbidity and mortality and alleviate its socioeconomic impact on the development of Cameroon. Among strategic approaches, the plan stresses improved access to prevention, care and treatment for key populations.
The USAID-funded Community HIV/AIDS Investments for Longer and healthier Lives (CHILL) has the following objectives: (1) HIV testing for Key and Priority populations (KPs & PP); (2) ART uptake for KPs and PPs by ensuring that those who test positive are actively linked to treatment as soon as possible; and (3) improving retention in treatment through improved linkages between facility and community-based services, and reinforced community-based support for adherence and client follow-up.
Care and Health Program (CHP) is the CHILL prime and will lead the program in partnership with fifteen local community-based organizations (CBO). The consortium is collaborating with the Ministry of Public Health (MOH), NACC and other stakeholders to build the capacity of the national, regional and community response.
These efforts will expand service coverage in five focus regions and generate data for evidence-based programming through the implementation of evidence-based prevention, care and treatment services to key and priority populations in Cameroon.
In the context of this project, CHP is recruiting a Livelihood Specialist for the HRGP project with the following criteria:
PROJECT PERIOD: 5 years
CONTRACT PERIOD: 1 year, beginning from October 2nd 2023
PLACE: Yaounde- CHILL/CHP Head office in Yaounde
CONTRACT TYPE: FTC
TRIAL PERIOD: 3 Months renewable once.

B.    JOB SUMMARY
The Livelihood Specialist, works in collaboration with project staff, partner associations, and other stakeholders to achieve the objectives of the HRGP project.
DESCRIPTION OF DUTIES
Under the supervision of the Enabling Environment Technical Advisor of the CHILL project, the Livelihood Specialist will fulfil the following duties:

Program Quality Enhancement
•    Assist the Enabling Environment Technical Advisor in planning, implementing, and evaluating project activities related to the establishment of Income Generating Activities (IGAs) through the AVEC mechanism and shelters within partner NGOs/associations.
•    Involved in monitoring the achievement of operational objectives of HRGP in the areas of establishing IGAs through the AVEC mechanism within partner NGOs/associations, as well as shelters.
•    Contribute to the operational implementation of the initiative through technical review of documents, regular field supervision visits, and monitoring.
•    Assist the project's Enabling Environment Technical Advisor in developing/reviewing training modules/tools.
•    Improve internal and external communication of CHP by ensuring timely submission of quality reports produced by partner associations.
•    Assist CHILL Prevention and Site Activities Coordinators in data collection from implementing partners, regular monitoring and reporting of progress on selected indicators within the framework of Initiative performance.
•    Contribute to the capitalization of HRGP II actions by facilitating the collection of information from partners on best practices and lessons learned for dissemination to donors.
•    Supervise and monitor daily project activities, providing technical support to ensure project activities are implemented according to schedule and expected results. Promptly report to the Enabling Environment Technical Advisor and relevant stakeholders whenever issues requiring their attention arise.
•    Design and formulate activity plans for livelihood support activities, including regular data analysis and relevant research documents, conducting needs/market assessments, organizing consultations with stakeholders to identify gaps in needs.
•    Provide technical support to implementation partners for undertaking HRGP-supported activities according to planned objectives to ensure effective execution of livelihood-related projects such as income-generating activities, social marketing, and shelters.
•    Ensure supervision of shelter staff and coordinate with other program staff members to effectively implement and monitor project activities, including IGAs.

Management, Administration, and Partner Relations
•    Strengthening relationships with administrative authorities, local authorities, decentralized technical services of the State, and other partner institutions.
•    Contribute to positioning CHP as a center for strengthening local associations by assisting the Enabling Environment Technical Advisor in ensuring that project staff and partners have the necessary knowledge and skills for activity implementation.
•    Provide support in preparing budget forecasts and monitoring monthly and annual budgets.
•    Review documents produced by the project team (TOR, Business Plan, IGA monitoring form, reports, etc.) to ensure quality control and alignment with the Business Plan.
•    Supervise shelter personnel in the CBOs.
•    Provide technical support and input to relevant coordination mechanisms, strategic policies, and promote coordination with other partners.
•    Identify opportunities and provide technical input to promote innovative partnerships with non-traditional donors, such as academic institutions/universities and the private sector, including mobilizing their in-kind contributions or pro bono services within the framework of HRGP and other projects.

Representation and Visibility:
•    Ensure smooth implementation of HRGP activities in project areas when duly mandated.
•    Promote the visibility of CHP's actions and donors in project areas.
•    Identify emerging trends in socio-political situations and other relevant areas that may impact project delivery.
•    Raise awareness and coordinate with CBOs and other organizations in the livelihood and economic recovery field to create synergies and collaboration.
•    Identify and synthesize best practices and lessons learned directly related to livelihood support projects worldwide.
•    Engage in communities of practice in the field of livelihood support and economic recovery, supporting knowledge sharing and documentation of best practices.

REQUIRED QUALIFICATIONS
Education
•    Minimum Higher national diploma/BTS in sustainable development, social sciences, business and sales, agronomy, or economics
Experience
•    Proven community work experience of at least 3 years with vulnerable populations in the context of economic recovery.
•    Proven work experience of at least 3 years with communities in urban and rural settings.
•    Demonstrated experience working with populations facing significant economic and social vulnerability.
•    Experience in empowering and supporting vulnerable populations.
•    Experience working in an HIV/AIDS program in the context of economic recovery is an asset.
Skills
•    Good stress management skills and ability to work long hours.
•    Strong oral and written communication skills in French, knowledge of English is an asset.
•    Competence in monitoring and evaluating economic activities of vulnerable populations.
•    Proficiency in computer tools and software (Word, Excel, PowerPoint).
