Job Title: Human Resource Assistant
Location: Yaoundé, Cameroon.

EVIHDAF is an international research and evaluation organization headquartered in Yaoundé, Cameroon, which serves the West and Central Africa region. It provides services in Research, Evaluation & Learning; Data, Analytics & Information Systems; and Social & Behavior Change Strategies. Its practice areas include Health and Health Systems, Nutrition and Food Security, and Agriculture and Livelihoods. We have a USAID-funded project office in Niamey, Niger, and a Data Unit satellite office in Parakou, Benin (www.evihdaf.com).
We are looking for a dynamic and motivated candidate to fill the position of HR Assistant. The HR assistant assists the Contracts and Compliance Manager in the performance of his duties. He is responsible for many cases, from career management to the preparation of pay slips and the management of absences. To ensure success, the HR assistant should display remarkable conflict management and decision-making skills with a solid understanding of employee relationships, staffing management, payroll and benefits administration, functions of our operations in strict compliance with EVIHDAF’s policies and procedures and specific donor rules and regulations. Also strive to ensure efficient and accountable use of donor funds.
The candidate will work under the supervision of the Contracts and Compliance Manager of EVIHDAF. The position is based in Yaoundé, Cameroon and requires flexibility as well as strong organizational skills.
Responsibilities
In particular, the selected candidate will be responsible for the following activities:
•    Support all internal and external HR-related inquiries or requests.
•    Maintain digital and electronic records of employees.
•    Prepare employment contracts and have them signed by the incoming employee.
•    Serve as point of contact with beneficiary vendors and administrators (such as occupational physicians, labor inspectors, insurance companies, etc.)
•    Assist with the recruitment process by identifying candidates, performing reference checks, and issuing employment contracts.
•    Management of employee departures, sick leave, authorized absences and lateness.
•    Preparation of the director's meetings with social agencies.
•    Welcoming newly recruited employees: Administrative management, material management, procedures with CNPS.
•    Drafting of certain agreements at the legal level.
•    Maintain calendars of the HR management team.
•    Oversee the completion of compensation and benefit documentation.
•    Assist with performance management procedures.
•    Management of pay slips, using various payment software.
•    Schedule meetings, interviews, HR events and maintain agendas.
•    Perform orientations and update records of new staff.
•    Produce and submit reports on general HR activity.
•    Complete termination paperwork and exit interviews.
•    Keep up to date with the latest HR trends and best practices.
•    Support the contract manager in defining the profiles to be recruited.
•    Writing job descriptions.
•    Publication of offers on specialized sites, social networks, etc.

Dealing with Problems:
Complexity of problems handled & the degree of investigation, analysis, & creative thinking required to solve them.
•    Understands HR requirements as per the Evihdaf policies and procedures and provides required services to staff.
•    Supports coaching staff on the discharge of HR functions.
•    Exhibit a good sense of judgment and responsibility in the performance of duties.
•    Works with minimum supervision.
•    Refers all final decision making to the Contract and compliance Manager.

Communications and Working Relationships:
Working contacts inside and outside the organization; include the purpose and level (high, medium, low) of the contract.
•    Keeps and maintains a high contact with contractors, service providers and suppliers for the provision of goods, material, equipment’s, utilities repairs and maintenance that would ensure Evihdaf receives value for money.
•    Maintains a high contact with all country office staff to receive and process requests for HR services.
•    Maintains medium contact with research team to offer support, information, influence and or reasoning with regards to administration related issues.

Qualification and Experience
•    Bachelor's degree in human resources or related (essential).
•    At least three years working experience in a similar position. 
•    Experience working with an international NGO would be an advantage.
