Main objective and tasksServes as the Technical Referent for the base location. Supports the ProtectionManager and Team leads by ensuring Technical Quality is ensured in all ProtectionInterventions under the guidance of Specialists and the Protection Coordinator.In close collaboration with the Protection Coordinator, provide technical guidance andadvice to protection field teams ensuring that specific components of the programmeare delivered according to internal guidelines and in line with international standardsand principles, in order to achieve mission’s goals effectively, according to INTERSOSvision and values.Tasks:Coordination and support:• Contribute to design the protection strategy of the mission and provide technicalsupport and assistance to its implementation• In coordination with the Protection Coordinator, support to contextualize and adaptinternal and global guidelines, guarantying these are rolled out and known by staffs• Ensure cohesion and harmonization of protection activities and services across thedifferent projects in the base location• Ensure Guidelines of the HQ Protection unit and the SOPs developed at mission levelare disseminated to all Protection staff and the standards are duly followed• In coordination with the Protection Coordinator, deliver trainings and workshops toprotection staffs to build their skills on specific protection topics identified with them• Support the Protection Coordinator to deliver trainings and workshops to nonprotection staffs to build skills and knowledge of protection principles and enable staffsto mainstream protection in different sectors• In coordination with the Protection Coordinator, assess protection needs and gaps oftarget populations in current and prospective areas of operations, periodically updatethe protection situation analysis and inform the programme accordingly• Support the Protection Coordinator in providing ongoing strategic protection analysisand development of periodic trend reports (including aspects of conflict analysis,gender, and risk management) and lessons from programme experience to informprogramme development, implementation and policy/advocacy work• Support the Protection Coordinator in overviewing that protection data is collected,archived, processed, analysed and disseminated in ethical modalities, in line withinternal data protection protocols• Under the supervision of the Protection Coordinator, undertake regular fieldmonitoring visits and provide support tools to monitor quality of programmeimplementation• Develop tools for Monitoring of Protection activities and Interventions and work ondeveloping analysis of findings that contributes to improving technical quality• Coach and mentor, the team leads to develop their technical expertise in deliveringProtection interventions to the highest standard ensuring quality• Identify opportunities for new protection interventions and support assessments anddevelopments of new project proposals• Support the Protection Coordinator in the development of complaints mechanisms forbeneficiaries and make sure complaints are addressed properlyTechnical Quality:• In coordination with the Protection Coordinator, organize ad hoc protection meetingswith protection staff in the base to share challenges and priorities and develop actionplans to address them• In coordination with the Specialists ensure all training and guidance given by theSpecialists are followed by the Protection team• Work with the Protection Manager to ensure capacity building needs of the field teamsare identified and addressed through regular training and coaching• Regularly verify the status of the case management database, Protection monitoringdata, Legal database and conduct case reviews and provide feedback to Team Leaderand Workers;• Organize regular and ad hoc meetings with Team Leaders and Workers, to discusscomplex cases and general challenges in their tasks;• Conduct regular case audits, to ensure that cases meet and maintain compliance withestablished SoPs and minimum standards• Organize regular and meetings with focal point of partner agency, to discuss generalchallenges in their tasks and identification of protection cases;• Review data and information collected during protection implementation and compileregular protection reports highlighting gaps, concerns and trends to inform futureprogramming;• Ensure MHPSS integration in all Protection activities• Ensure Protection monitoring data is analysed and feeds into programming throughregular meeting with the teams to analyse gaps and Protection risks• Ensure CASH is provided as per the Guidelines and Do no Harm approach is followedthrough rigorous Risk assessments• Provide guidance to Outreach Workers and Social Workers in the planning andimplementation of participatory community activities, awareness sessions andcampaigns and in the general communication with communities• Maintain collaborative relations with relevant clusters and related working groups atfield level• Attend cluster meetings and other coordination meetings regularly and ensure that thework of Intersos is shared with other humanitarian actors• In coordination with the Protection Coordinator, ensure that main protection concernsare brought to relevant stakeholders to advocate for respect of human rights andminimum protection standards.Coordination and support:• Contribute to design the protection strategy of the mission and provide technicalsupport and assistance to its implementationEducational and professional experience required• Bachelor of Arts (BA) in relevant field (Social Science, Psychology, SocialWork, Human Rights, International Humanitarian Law or other fields related tosocial development and humanitarian work)• Desirable Master‘s degree (MA or LLM) in Human Rights, InternationalHumanitarian Law or related subjects• Training in humanitarian protection thematics such as community-basedprotection, survival centered-case management, PSEA, GBV and Childprotection will be an asset.Technical andbehavioralcompetenciesrequired
Work Experience:• Minimum of 3 years of experience in a humanitarian association, NGO or INGO,with at least 2 years of field work experience in the NW or SW regions in thecontext of crisis• Consistent work experience with different donors compliance and reporting.
