And the position of the Programme Analyst for the Programme Oversight Unit, is a keys position to achieve those objectives.
Under the overall guidance and direct supervision of the Deputy Resident Representative (DRR), the Programme Analyst analyzes political, social and economic trends and participates in the formulation, management and evaluation of programme activities within a portfolio. The Programme Analyst is responsible for providing technical and administrative support to ensure quality, effective and efficient management of implementing partnerships in the country office in line with respective operational policies, procedures and mainstreaming of risk-based implementing partnership management at the CO level.
The Programme Analyst provides leadership in execution of programme and finance services ensuring effective and transparent utilization of financial resources and integrity of financial services. promotes a client-oriented approach consistent with UNDP rules and regulations.
The Programme Analyst works in close collaboration with the Programme and Operations teams in the Country Office (CO) and UNDP HQ and with project teams to resolve complex programme/financial management-related issues and information delivery.
POSITION PURPOSE
Administration and implementation of operational and financial management strategies, Support to CO programme management, administration of budgets and effective cost recovery
Creation of strategic partnerships and implementation of the resources mobilization strategy/ Quality assurance,
Facilitation of knowledge building and knowledge sharing, guidance to all stakeholders on financial matters
Provision of top-quality advisory services to the Government and facilitation of knowledge building and management
KEY DUTIES AND ACCOUNTABILITIES
1.) Ensure administration and implementation of operational and financial management strategies, Support to CO programme management, administration of budgets and effective cost recovery.
Thorough analysis and research of the political, social and economic situation in the country and preparation of substantive inputs to UNCDF (United Nations Sustainable Development Corporation Framework), CPD (Country Programme Document), PTA ( Plan de Travail Annuel) and other documents.
Full compliance with UN/UNDP rules, regulations, and policies of financial activities, financial recording/reporting system and follow-up on audit recommendations; implementation of effective internal controls, proper functioning of a client-oriented financial resources management system.
CO Finance business processes mapping and elaboration of the content of internal Standard Operating Procedures in Finance in consultation with office management.
Support to implementation of cost sharing and trust fund agreements,
Support to elaboration of conditions of contributions within the CO resource mobilization efforts
Design and formulation of some parts of CO programme within the area of responsibility, translating UNDP’s priorities into local interventions
Initiation of a project, presentation of the project to PAC), finalization of contribution agreement; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review.
participates in recruitment processes for projects.
Application of conceptual models in support of programme design
Financial and substantive monitoring of the projects, identification of operational and financial problems, development of solutions. Participation in audit of projects/programmes
Preparation of inputs for reporting, including donor reporting.
2.) Supports creation of strategic partnerships and implementation of the resource mobilization strategy , focusing on achievement of the following results:
Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects/programmes, active contribution to the overall office effort in resource mobilization.
Contribute to the design of and implement quality assurance strategies/processes to ensure that implementing partners are selected and assessed in accordance with the procedure and that all documentation is in line with corporate standards as stipulated in the UNDP procedure.
Provide technical and administrative support in the implementation of HACT in line with the HACT policy and procedure and other relevant organizational policies, procedures and guidelines. This includes coordinating the preparation of CO annual assessments and assurance plan, facilitating its execution and coordinating with other adopting agencies as appropriate.
Analyze and monitor cash transfers at the country office level, paying particular attention to outstanding direct cash transfers more than 6 months.
Using appropriate corporate tools and systems including InSight and e-Tools, report on status of implementation of HACT and identify high risk areas requiring special attention and/or support from the regional office.
Development and follow up on Programme Portfolio Pipeline and Project Tree in Atlas. Entry of data of new grants into Atlas in the form of Annual Work Plans (AWPs), monitoring of AWPs status.
Oversee Atlas matching, implementation of effective internal controls, proper functioning of a client-oriented financial resources management system, control mechanism for development projects through monitoring budgets preparation and modifications, budgetary status versus ASL, follow up with HQs on ASL for development projects, maintenance of the General Ledger.
Provision of the information/reports on the situation in Programme, identification of operational and financial problems, proposal of solutions
Regular monitoring of the CO delivery
Provision of advice on reporting
Preparation of reports including donor reports
Verification and reconciliation of various expenditures reports from the CO, HQ and Executing Agencies.
Periodic monitoring of dashboards and exceptions, identification of the remedial actions in coordination with the supervisor
Provision of researched information for the audit of projects, implementation of audit recommendations
Contribute to the design and implementation of quality assurance strategies/processes to ensure that HACT assessments and assurance activities are undertaken in accordance with corporate terms of reference and guidance and that appropriate follow-up action and escalation steps are taken as needed.
Track and reporting on mobilized resources.
Advice to Programme and Project Staff on different donor reporting requirements; monitoring of financial reports to be submitted to donors.
3.) Ensures facilitation of knowledge building and knowledge sharing, guidance to all stakeholders on financial matters focusing on the achievement of the following results:
Guidance to the executing agencies on routine implementation of projects, tracking use of financial resources
Prepare reports for the country management team and regional office as may be required.
Advice to Project staff on UNDP administrative and NEX reporting, in particular, on budgetary issues.
Organization of training for the operations/programme/projects staff on financial management.
Synthesis of lessons learned and best practices in programme and project finance.
4.) Provides top quality advisory services to the Government and ensures facilitation of knowledge building and management focusing on achievement of the following results:
Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learned directly linked to programme country policy goals.
Sound contributions to knowledge networks and communities of practice.
Organization of training for the operations/ projects staff on programme issues.
Professional growth through active learning.
Impact of Results
The key results have an impact on the overall CO efficiency in programme, smooth running of finances and success in implementation of programme strategies and smooth running. Accurate analysis and presentation of information enhances UNDP’s position as a strong development partner. The information provided facilitates decision making of the management.The effective support provided by the Programme Analyst to the careful planning and effective implementation of the Programme activities directly impacts on programme execution, delivery of sustainable results, and promoting national ownership and accountability for programme resources.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Supervisory/Managerial Responsibilities: Yes the incumbent will supervise a team of two staffs members
REQUIREMENTS
Education
· Advanced university degree (master's degree or equivalent) in Business Administration, Public Administration,
Economics, Political Sciences, Social Sciences, or related field is required or
· A first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying
experience will be given due consideration in lieu of the advanced university degree.
In addition, professional qualified accountants from an internationally recognized institute of accountancy will have a distinct advantage.
UNDP PRINCE Certification Would be a strong asset.
Experience, Knowledge, and Skills
· Up to 2 years (with master’s degree) or 2 years (with bachelor’s degree) of relevant experience at the national and/or international level in providing management advisory services and hands-on experience in design, monitoring and evaluation of development portfolios and projects within assigned thematic area.
· Experience in the use of computers, office software packages (MS Word, Excel, etc.), database packages, and web-based management systems such as ERP
Previous working experience in similar position or area of expertise is mandatory.
Experience in the usage of computers and office software packages (MS Word, Excel, etc.) is required.
Experience in handling of web-based management systems, ERP such as UNall, Quantum, is highly desirable.
UNDP experience in similar functions is highly desirable.
