JOB DESCRIPTION
Objective 1: ACCOUNTING AND FINANCIAL MANAGEMENT
- Ensure the collection and control of accounting documents and control of the accounting of the project implementation partner according to MdM or donor procedures.
- Provide support to the partner in managing the budget allocated to them in compliance with MdM or donor procedures
- Monitor payment schedules for contracts executed on its basis;
- Carry out the archiving of accounting documents, prepare and send the archives in coordination;
- Carry out cash and safe activities, and ensure the supply of funds and their security;
- Execute disbursements and payment of advances, in accordance with established procedures;
- Ensure that the advances book and accounting journals are kept;
- Before registration, check that the supporting documents comply with Médecins Du Monde procedures;
- Check cash balances daily and report any discrepancies to the Accounting Supervisor;
- Guarantee the security of your fund and the confidentiality of information;
Carry out the accounting processing of entries according to the Employer's accounting organization
Objective 2: LOGISTICS MANAGEMENT
- Ensure compliance with procedures by the project implementation partner.
- Be responsible for the application of the Employer's purchasing procedures on its basis;
- Develop and submit for approval to the general coordination the discharge documents for the provisional and/or definitive handovers and transfers of goods acquired by the Employer and transferred to the partners;
- Carry out purchases, track orders and receive goods in strict compliance with the Employer's logistical and administrative procedures;
- Maintain and update the list of preferred suppliers;
- Coordinate and plan the work of drivers;
- Coordinate and organize possible transport of goods;
- Update the inventory of the Employer's property;
- Write all reports requested by the Admin-Fin Manager;
Objective 3: ADMINISTRATIVE AND LEGAL MANAGEMENT
- Train and support team members under his supervision;
- Ensure the minimum replacement of members of the administrative service in the event of absence (vacation, illness, etc.);
- Ensure and contribute to maintaining the motivation of your team on the base at a satisfactory level;
- Provide operational support to other departments where necessary in updating monitoring materials;
- Collaborate in the contracting process, monitoring and payment of external service providers;
- Participate in weekly team meetings;
REPORTING / COMMUNICATION:
Participate in monitoring current regulations;
Assist the Admin-Fin Manager in relations with administrative authorities (Labor Inspection, CNPS, Tax, etc.).
· REQUIRED SKILLS AND EXPERIENCE
· Training: BAC+3 Minimum, in Accounting and Finance, Management, Commerce or Business Administration
· Experience of 1 Year within an NGO or international institution;
· Experience in administrative and financial monitoring of emergency projects, mobilizing national and/or international funding will be highly appreciated.
· Knowledge of SAGA being an asset;
· Be flexible, have good thinking and listening skills, good self-control;
· Have good command of IT tools, particularly Microsoft Office.
