A- BACKGROUND
Cameroon has among the highest burden of HIV in West and Central Africa (2.7% among average risk reproductive age adults – DHS 2018). High HIV prevalence is associated with high-risk sexual behaviours such as inconsistent use of condoms and lubricants and a high rate of sexually transmitted infections (STI). Stigma and discrimination have further marginalized key populations limiting their access to life-saving services such as anti-retroviral therapy (ART) and reducing the country’s ability to control the HIV epidemic
The national response is led by the National AIDS Control Committee (NACC), which coordinates implementation of the National HIV/AIDS Strategic Plan 2021-2023. This policy aims to reduce HIV and STI-related morbidity and mortality and alleviate its socioeconomic impact on the development of Cameroon. Among strategic approaches, the plan stresses improved access to prevention, care and treatment for key populations.
The USAID-funded Community HIV/AIDS Investments for Longer and healthier Lives (CHILL) has the following objectives: (1) HIV testing for Key and Priority populations (KPs & PP); (2) ART uptake for KPs and PPs by ensuring that those who test positive are actively linked to treatment as soon as possible; and (3) improving retention in treatment through improved linkages between facility and community-based services, and reinforced community-based support for adherence and client follow-up.
Care and Health Program (CHP) will be the CHILL prime and will lead the program in partnership with fifteen local community-based organizations (CBO). The consortium is collaborating with the Ministry of Public Health (MOH), NACC and other stakeholders to build the capacity of the national, regional and community response.
These efforts will expand service coverage in five focus regions and generate data for evidence-based programming through the implementation of evidence-based prevention, care and treatment services to key and priority populations in Cameroon.
In the context of this project, CHP is recruiting a Logistic Officer with the following criteria:
PROJECT PERIOD: 03 Years
CONTRACT PERIOD: 01 Year, beginning from October 1st 2024
PLACE: Yaounde, CHILL/CHP Head office
CONTRACT TYPE: CDD
TRIAL PERIOD: 3 Months Renewable after evaluation.
B. JOB SUMMARY
DESCRIPTION OF DUTIES
Under the supervision of the Logistics Manager, the incumbent will perform the following duties:
1- Purchases
· Ensures compliance with current procurement procedures;
· Provides support in the development of procurement plans;
· Provides support to the Sub-Office Logistics Manager in procurement;
· Provide support to the Logistics Manager on compliance with the quality and deadlines of purchases;
2- Inventories and Asset Management
· Ensures that the equipment is in good working order.
· Ensures that each asset is identified with an asset tag.
· Ensures that an asset registry is in place and updated regularly.
· Ensures maintenance and repairs as needed.
· Organizes physical inventories according to the established schedule.
- Record stock movements on the corresponding stock cards.
3- Transport and fleet management
· Assists in the request for visas and all necessary procedures for employees' trips abroad and for international consultants to Cameroon
- Supervises loading and unloading during the transport or shipment of goods from the office and warehouse
· In collaboration with the driver, he/she ensures the follow-up of the maintenance/repairs and services of the vehicles;
· He/She manages the supply and consumption of fuel. It prepares a consumption report for vehicles and generators every month, identifies anomalies and proposes solutions.
4- Logistic support
- Follow purchase orders and deliveries with all parties involved to ensure fast and secured delivery of goods.
- Assists in the monitoring and update of the administrative files of the CHILL fleet, the monthly recharge of the Tomcards and the supply of all the generators of the residences and the office
· Ensures the writing of reports of accidents or other incidents of and submits them to the hierarchy.
C- REQUIRED QUALIFICATIONS
EDUCATION
At least a bachelor's degree in Logistics/Transport, Business Administration, or similar field;
EXPERIENCE
At least 1 year of experience in a similar position with an international organization or a large locale institution
SKILLS:
· Knowledge of customs and tax procedures in Cameroon
· Computer literate. (Windows, Word, Excel, Powerpoint).
· Be organized and rigorous;
· Be honest and able to work in an unstable environment and be flexible depending on the circumstances;
· Be able to work under pressure;
· Proven ability to manage and maintain a good team spirit;
· Ability to write quality reports;
· Oral and written knowledge of languages: French, English.
