JOB ADVERSEMENT
A-    BACKGROUND

Cameroon has among the highest burden of HIV in West and Central Africa (2.7% among average risk reproductive age adults – DHS 2018). High HIV prevalence is associated with high-risk sexual behaviors such as inconsistent use of condoms and lubricants and a high rate of sexually transmitted infections (STI). Stigma and discrimination have further marginalized key populations limiting their access to life-saving services such as anti-retroviral therapy (ART) and reducing the country’s ability to control the HIV epidemic

The national response is led by the National AIDS Control Committee (NACC), which coordinates implementation of the National HIV/AIDS Strategic Plan 2021-2023. This policy aims to reduce HIV and STI-related morbidity and mortality and alleviate its socioeconomic impact on the development of Cameroon. Among strategic approaches, the plan stresses improved access to prevention, care and treatment for key populations.

The USAID-funded Community HIV/AIDS Investments for Longer and healthier Lives (CHILL) has the following objectives: (1) HIV testing for Key and Priority populations (KPs & PP); (2) ART uptake for KPs and PPs by ensuring that those who test positive are actively linked to treatment as soon as possible; and (3) improving retention in treatment through improved linkages between facility and community-based services, and reinforced community-based support for adherence and client follow-up.
Care and Health Program (CHP) will be the CHILL prime and will lead the program in partnership with fifteen local community-based organizations (CBO). The consortium is collaborating with the Ministry of Public Health (MOH), NACC and other stakeholders to build the capacity of the national, regional and community response.
These efforts will expand service coverage in five focus regions and generate data for evidence-based programming through the implementation of evidence-based prevention, care and treatment services to key and priority populations in Cameroon.

In the context of this project, CHP is recruiting a M&E Manager with the following criteria:

DURÉE DU PROJET: 3 Years

CONTRACT PERIOD: 1 year 9 months, beginning from January 2025

PLACE: Yaoundé

CONTRACT TYPE: CDD

TRIAL PERIOD: 3 Months Renewable after evaluation.

1. Duties and Responsibilities:


a)    Capacity building of M&E teams (25%)

•    Manage CBO Partner Monitoring and Evaluation teams and M&E Assistant to support CHILL programmatic activities and ensure they are monitored and evaluated in a timely and effective manner
•    Track field data collection equipment and ensure proper operation
•    Identify M&E training needs of M&E teams and work with others such as data quality managers and OBC CIRs to plan and implement training that meets these needs.
•    Prepare terms of reference (TDRs) and all relevant documents for each course.
•    Coach, train and supervise CHILL M&E Assistants and M&E Managers in partner organisations to strengthen their technical capacity, exchange knowledge within M&E teams and provide professional development advice in collaboration with the CHILL MEAL Technical Coordinator.
•    Facilitate the use of data dashboards by M&E managers and data quality managers in partner organizations.
•    Provide training or refresher sessions for CBO staff as required, supported by CHILL MEAL Technical Coordinator.
•    Conduct monthly assessment of individual performance of data quality managers under his/her supervision.

b) Data Management and Quality (35%)

•    Identify strengths and weaknesses of existing data collection and management systems and propose solutions.
•    Suggest ways to facilitate data collection and data flow within Program field teams.
•    Ensure that M&E managers and data quality managers in partner organisations have a good understanding of.
•    Ensure that M&E managers and data quality managers in partner organisations have a good understanding of the indicators for monitoring all activities and how they are calculated for the preparation of activity reports.
•    Ensure that data entered into DHIS2 e Tracker is captured and verified at the site/partner organization level.
•    Responsible for weekend, month and quarter downloads of the DHIS2 e Tracker database.
•    Make changes to the DHIS2 e Tracker platform as needed and archive all changes.
•    Develop specifications for DHIS2 e Tracker products (SMS messaging and Dimagi dashboard).
•    Fill in the periodic data compilation files and forward them to the MEAL Technical Coordinator of the CHILL project on a weekly, monthly and quarterly basis.
•    Ensure accurate and timely data reconciliation for weekly data verification and validation meetings within partner CBOs.
•    Conduct field visits to ensure the quality of the data collected and verify the accuracy of the reported data.
•    Organise data quality assurance sessions in the partner organisations in charge (Weekly data verification and validation – Routine data quality assessment).
•    Develop data quality improvement plans in collaboration with technical staffs (OBC and CHILL).
•    Monitor implementation of data quality improvement plans in partner CBOs.
•    Collect and validate monthly physical reports from the partner organizations in charge.
•    Properly archive any project document.

b)    Data Analysis and Use (25%)

•    Ensure availability and use of standard data management operating procedures at CHILL sites.
•    Develop dashboards for rapid data analysis by the program and partner organizations from DHIS2 e Tracker.
•    Analyse the programmatic data collected and make them available to the CHILL technical staff, the managers of the partner organisations to guide decision-making.
•    Provide technical assistance to M&E officers in partner organizations for data analysis and presentation.
•    Ensure, in close collaboration with the CHILL and OBC technical staff, the organisation of data reviews at partner organisation level to improve the service offer and project results.
•    Validate monthly reports from partner organizations and provide feedback.
•    Actively participate in the mapping of hot spots and estimating the size of key populations in the CHILL project areas.

c)    Other (15%)

•    Support the development of program strategic planning documents.
•    Actively participate in the development of the contractual activities of the CHILL project.
•    Perform any other tasks requested by the direct or indirect supervisor.

2. Position Profile:

•    To see a Bachelor’s degree in Public Health or an equivalent diploma in sexuality, reproductive health, maternal health, behavioural/social sciences, statistics, nursing, international development or in a related or relevant field, or an equivalent combination of education and work experience, with training and experience in project implementation and research, management or evaluation.
•    At least 3 years of professional experience in developing databases and data collection tools for monitoring, evaluation and learning purposes, with a minimum of 2 years working with a relational database, preferably MSSQL;
•    Experience in developing, testing and refining databases and data collection systems on the MSSQL and DHIS2 e Tracker platforms;
•    Experience in customizing DHIS2 for data integration;
•    Knowledge of Power Bi and DHIS2 e Tracker data management;
•    Proficiency in quantitative and qualitative statistical analysis tools such as NVIVO, R and SPSS
•     Advanced knowledge of MS Excel and professional use of MS Word;
•    Candidates must be motivated and learn quickly;
•    Fluent oral and written English and French.
•    Desired knowledge, skills and abilities:
•    Ability to perform multiple tasks with tight deadlines and attention to detail;
•    Strong collaborative and relationship management skills;
•    Knowledge of USAID projects and terminology is desirable;
•    Highly motivated, willing to learn, good team worker, service oriented and able to work under high pressure and with limited deadlines;
•    Knowledge of relevant USAID rules and regulations related to data and data management;
•    Excellent communication skills.

REQUIRED SKILL

•    B.A. in Public Health, Social Sciences with 3 years of professional experience in a related field.
•    Fluent in English and Nepalese languages.
•    Must be strong and have team player skills.
•    Focus on results and detail and ability to work with a sense of urgency in a multicultural and diverse environment.
•    Ability to work with target groups are people living with HIV and AIDS.
•    Good interpersonal communication skills and calm even under pressure.
•    Ordering in report preparation, event note and record keeping.
•    Proficient use of the computer (especially in Excel) on office packages, e-mail and the Internet.
•    Priority will be given to applicants from disadvantaged and disadvantaged groups, women and people living with HIV (PHAs).

CHP EMPLOYMENT POLICY
CHP can take on temporary staff on a full-time or part-time basis. However, they can only be recruited on production of a certificate of secondment or resignation. These staff will return to their original administration at the end of the secondment period.
