Recruitment of a Consultant to update the CS4ME guide – What I must know about the Global Fund as a civil society organization active in malaria, For Civil Society Organizations and community actors.
Context
Impact Santé Afrique (ISA) is an African not-for-profit association based in Cameroon whose main objective is to contribute to improving the health of populations by implementing transformative and sustainable programs that will save lives and improve the health of our communities. Impact Santé Afrique (ISA) coordinates the global platform of Civil Society Organizations (CSOs) for the elimination of malaria (CS4ME).

Impact Santé Afrique (ISA) is implementing the “CS4ME Global Fund Community Engagement” project to build the long-term capacity of CSOs involved in the fight against malaria. The aim of this project is to strengthen the influence of civil society on decision- making bodies in the fight against malaria. As part of this project, one of the priority objectives is to strengthen the capacity of civil society actors to take better account of the needs of populations vulnerable to malaria.

In 2024, Impact Santé Afrique (ISA) developed a guide for CS4ME members and civil society actors entitled “What I must know about the Global Fund as a civil society organization active in malaria.” This guide explains how the Global Fund works and how civil society and communities can get involved throughout the grant cycle. In order to align with the latest information on Grant Cycle 7 (GC7) and preparation for the new GC8, it is essential to update the CS4ME guide.

With this in mind, Impact Santé Afrique (ISA) is looking for a consultant to update the CS4ME guide “What I must know about the Global Fund as a civil society organization active in malaria.” This tool will be intended for civil society organizations and community actors working in the fight against malaria.

Objectives
The main objective is to update the CS4ME guide developed and presented in 2024, taking into account the latest Global Fund guidelines on the current grant cycle (GC7) and the new GC8. This tool mainly targets populations exposed to the risk of malaria or underserved by malaria interventions and the CSOs who represent them.

Specifically, it will be to:
Propose a methodology for updating the CS4ME guide, for a better understanding of the Global Fund’s mandate, strategy, working model, and grant lifecycle, as well as national processes and mechanisms for strengthening community engagement,
particularly with regard to Country Coordinating Mechanisms (CCMs) and other decision-making bodies;
Develop the training and orientation tool;
Carry out a tool review;
Have the updated version of the training and orientation tool validated;
Contribute to updating the CS4ME guide “The Global Fund’s New GC7 Funding Cycle: What Civil Society needs to know for better participation.”
II. Functions and responsibilities of the consultant
Placed under the direct supervision of the Executive Director of Impact Santé Afrique (ISA), and working in collaboration with the Senior Civil Society Engagement Officer, the consultant will have to carry out the following tasks:

Participate in working meetings with the ISA team, CS4ME secretariat;
Develop the guide for strengthening the capacities of CSOs;
Review and validate the CS4ME guide;
Draft and submit the comprehensive final consultancy report (mission report).
Main expected results and deliverables:
The CS4ME guide “What I must know about the Global Fund as a civil society organization active in malaria” is updated, reviewed, and validated;
The CS4ME guide “New Global Fund GC7 funding cycle: What civil society needs to know for better participation” is updated;
An end-of-mission report is written and submitted to the NGO Impact Santé Afrique (ISA).
1. Period of the expert mission
This consultation mission will take place from Monday, December 22, 2025, to Friday, January 23, 2026.

2. Candidate profile
The desired expertise will relate to the recruitment of a consultant-trainer whose qualifications and skills are presented as follows:

Diploma in one or more of the following fields: Master in Project Management, Public Health/Community Health, social sciences, development sciences or equivalent specialization
Proven experience in capacity building in advocacy, strategic communication and community engagement
Experience in workshop facilitation and coordination of multi-sector partners in the health field, leadership qualities and skills in facilitating consensus
Good understanding of issues related to the fight against malaria as well as strengthening community engagement and Global Fund mechanisms
Good oral and written skills of French and English
Good writing, analysis and synthesis skills
Familiarity with meeting and conferencing applications from a distance.
3. Application file

A technical sheet presenting the methodology used and the timetable of activities (2 pages maximum);
A financial offer (1 page maximum).
4. Evaluation of offers
The evaluation of the offers received will be based in particular on the following criteria:

The candidate’s experience in carrying out missions similar to those specified in these terms of reference;
Understanding the mission’s expectations and the proposed intervention methodology;
The proposed financial offer.
